To better allow (and hopefully encourage) contribution we should make it easier for developers of all experience to contribute.

At this time I believe to close this issue we need to:

Simplify and explain any necessary steps for someone with no previous Go experience to get started
Add details about the contribution process, specifically calling out the role of issues and pull requests
