Create Events

Create a service fired every minute which:

1. Gets every PN/BOALF point corresponding to the current minute.
2. Identifies the previous and next segment
3. Categorises the events (if relevant) as:
   a) Turn on
   b) Turn off
   c) Ramp up
   d) Ramp down
   e) Stabilise (at new higher level)
   f) Stabilise (at new lower level)
4. Issue a dialog to the UI to inform the user
5. Create a new tab with a list of notifications (perhaps for the last 15-30 minutes). Ideally the notifications can be regenerated on the fly for each minute
