Add a PIRS filesystem for loading arcade titles. #63

Right now only extracted arcade titles can be loaded. Having support for PIRS archives would make them easier to work with. This entails adding a pirs_device to https://github.com/benvanik/xenia/tree/master/src/xenia/kernel/fs/devices and hooking it up.
