Abstract = {בישראל יש שיעור גבוה מאוד של דיירים-בעלים, למרות היותה מדינת הגירה. שיעור גבוה זה נובע ממדיניות רציפה של סבסוד חזקת מגורים זו, שננקטה על-ידי כל ממשלות ישראל מאז הקמתה. המאמר קורא לבחון אם מדיניות דיור זו מתאימה למדינת ישראל בנסיבות הקיימות. כרקע לדיון נסקור את כלי הסבסוד השונים, שבאמצעותם ממשלות יכולות לעצב את מדיניות הדיור שלהן, נבקר אותם, וכן נעלה מגוון נימוקים בעד ונגד מדיניות המעודדת בעלות על דיור. מדיניות הדיור של ישראל בשנות התשעים עודדה בעלות על דיור בקרב עולים, באמצעות הקצאה של משכנתות מסובסדות. מדיניות זו השיגה, מחד גיסא, שיעור חסר תקדים של בעלות על דיור בקרב עולים, אך מאידך גיסא, האופן שבו הוקצו המשכנתות לעולים יצר עליית מחירים ועיוותים בשוק הדירות. מסקנת המאמר היא שלמרות העובדה שמדיניות המעודדת בעלות על דיור מזוהה בישראל עם רעיונות סוציאליסטים, היא אינה משרתת את האינטרסים של קבוצות מעוטות הכנסה. המאמר מסתיים בקריאה לדיון בחלופות השונות למדיניות הדיור. The State of Israel is a country of immigrants, yet it retains a comparatively high rate of home-ownership. The high rate of home-ownership is the result of policies created to foster home-ownership, which have been supported by the Israeli government since the establishment of the state. The paper attempts to begin a discussion on the appropriateness of this policy given current circumstances and provides the framework required for such a discussion: It reviews different tools of subsidy used by governments in the housing markets, and the critical analysis of each tool; it also reviews different arguments for and against home-ownership promotion policies. Israel's housing policies have promoted home-ownership among recent immigrants through the allocation of governmental subsidized mortgages. From one standpoint, this policy has resulted in an unprecedented home-ownership rate among recent immigrants; but from another, the injection of governmental subsidized mortgages to the housing market has resulted in price rise and distortion. This paper suggests that in spite of the socialist intent that conceived homeownership promotion policies in Israel, these policies ultimately don't serve the interests of low-income groups and concludes with the recommendation that alternative housing policies should be created.},

Abstract = {Over much of the past 25 years, house price and consumption growth have been closely synchronized. Three main hypotheses for this have been proposed: increases in house prices raise household wealth and so their consumption; house price growth reduces credit constraints by increasing the collateral available to homeowners; and house prices and consumption are together influenced by common factors. Using microeconomic data, we find that the relationship between house prices and consumption is stronger for younger than older households, contradicting the wealth channel. We suggest that common causality has been the most important factor linking house prices and consumption.},

In order to separate the effects of specific period of migration from duration of residence, we pooled data from three household expenditure-surveys carried out between 1975 and 1993. The findings confirmed the positive effect of length of residence in the host society on homeownership, but also revealed unique period effects. These are linked to the political economy of Israel and to the role played by the state in shaping housing opportunities. The findings also revealed substantial ethnic group differences in homeownership. The source of these disparities and their consequences highlight stratification processes that are independent of labor market achievements.},

Abstract = {This paper attempts to examine the nature of the housing problem of the Jewish population in Israel and the efforts made to solve it. Defective housing and overcrowding, which constitute serious problems in Israel today, stem from a combination of causes, the main ones being: * A continuous immigration over a prolonged period, mainly of people without means, whose social and cultural composition is both varied and changing. * A dizzying rate of economic growth between the 1920's and the 1970's followed by a sharp rise in the standard of living and accommodation. * As a result, accelerated obsolecence of old housing --- a problem that became even more serious due to the lack of a general consciousness of home maintenance among the population and the authorities alike. Furthermore, the fact that part of the under-developed strata of the population --- not a large part but one with many children --- still lives in a tradition of poverty without sufficient initiative to improve its condition, has made the situation worse. The author studies the extent of the problem, surveys its various aspects, describes the actions taken, presenting statistical data to support his arguments, and states that due to the relativity of the problem, the real aim must be to see to it that the gap between accepted housing conditions in a given period and those of low-income groups remains reasonable --- in the view of the latter, since deviations from this principle will lead to a danger of social disintegration. Regarding the question of whether the housing problem has become more or less serious recently, the author claims that some quantitative progress has been made, at least according to contemporary norms, but the gap in the housing sphere is not becoming narrower but is widening. As to the real chance of a change for the better in the near future, the author indicates that the development of the economy is one of the critical factors that will dictate the amount of resources directed to services, including assistance to residential building. However, even within the framework of the funds allocated to public housing, the answer to this question depends on the priorities to be given in future to the three main competing targets: the demographic, the geo-political and the social. Obviously, the housing question constitutes only one part --- even though an important part --- of Israel's society and economy. In this context, it should be noted that the formation of a housing policy in future depends on the social, economic and political changes taking place at present and, of course, on the nature of the government, the standard of living and our everyday way of life.},

Abstract = {This study examines the impact of the Israel Land Administration (ILA) reform of 2009 on Israeli land policy in general and on the status of agricultural land in particular. Despite repeated statements by government representatives that the reform pertains only to urban land, my analysis reveals that this legislation has dramatically changed the relationship between urban and agricultural land in Israel. For more than a century, agricultural land enjoyed both substantive and quantitative supremacy over urban land, but after the reform was approved, urban land became the default land definition. I suggest explanations for these fundamental changes and discuss their implications for the future, including the need to formulate new definitions for land uses in both the agricultural and urban sectors.},

Abstract = {This paper deals with the behavioral pattern of neighbor relations and their relationships to the subjective attitudes and expectations of the residents. The sample was 318 middle-class women living in eight- to 20- story buildings. The findings indicate that respondents so desiring were able to develop active social ties with their neighbors. Moreover, they interacted with neighbors despite the fact that the majority had opportunities for alternative social relations. The distinction between "localized" and "nonlocalized" high-rise residents does not seem meaningful in this case. Actual social ties with neighbors were related to norms and expectations regarding neighbor relations. Despite active neighboring, respondents did not have difficulties obtaining privacy.},

Abstract = {This research examines land use change in Israel---an intriguing but understudied setting with regard to population-environment dynamics. While Israel is fairly unique with regard to its combined high levels of economic prosperity and high population growth, this case study has relevance for developed countries and regions (like the south and southwest regions of the USA) which must balance population growth and urban development with open space conservation for ecosystem services and biological diversity. The population-land development relationship is investigated during the period from 1961 to 1995 at three spatial scales: national, regional (six districts), and local (40 localities). There is a positive correlation between population growth and land development rates at the national scale, and while remaining positive, the strength of the relationship varies greatly at regional and local scales. The variation in population-land use dynamics across scales is used to garner insight as to the importance of geography, policy and historical settlement patterns.},

Abstract = {Civil society in Israel evolved in three phases as a response to state strategies. In the first phase, the state, aided by a fundamental vision and disciplined political parties, adopted a strategy of active inclusion, based on comprehensive mobilization of social actors. In the second phase, the state shifted to active exclusion, delegitimizing challenging groups such as the feminists and social protest movements. The Law of Associations, mandating state surveillance of groups' organization and activities, consolidated active exclusion. In the third phase, the state shifted to passive exclusion, decreasing its interference with civil society. Consequently, six developments on the social scene are discernible: a rise in the number of civic organizations, a change in the nature of civil society, a change in associations' strategies, a change in their access to decision makers, a change in their impact, and their legitimation.},

The State of Israel is a country of immigrants, yet it retains a comparatively high rate of home-ownership. The high rate of home-ownership is the result of policies created to foster home-ownership, which have been supported by the Israeli government since the establishment of the state. The paper attempts to begin a discussion on the appropriateness of this policy given current circumstances and provides the framework required for such a discussion: It reviews different tools of subsidy used by governments in the housing markets, and the critical analysis of each tool; it also reviews different arguments for and against home-ownership promotion policies. Israel's housing policies have promoted home-ownership among recent immigrants through the allocation of governmental subsidized mortgages. From one standpoint, this policy has resulted in an unprecedented home-ownership rate among recent immigrants; but from another, the injection of governmental subsidized mortgages to the housing market has resulted in price rise and distortion. This paper suggests that in spite of the socialist intent that conceived homeownership promotion policies in Israel, these policies ultimately don't serve the interests of low-income groups and concludes with the recommendation that alternative housing policies should be created.},

Abstract = {In the postcommunist Czech Republic, we see planners being transformed from technocrats closely identified by the public with government bureaucracies and party estate objectives into political actors in private and quasi-private practice, with direct relations to the public they will need both as patrons and political constituencies. Planners play complex roles in the new planning. Often the sole proponents of the public interest, they also mediate the conflicting interests that are generated by broad institutional change. Planning itself faces contradictory demands. On the one hand, legitimacy within a democratic system requires citizen participation. But citizen participation is at odds with state demands for managerial autonomy, demands which persist no matter what underlying social and economic interests are being served. Abstract = {This paper uses a realistic structural lifecycle model of consumption and housing decisions to understand how data might distinguish different mechanisms that explain the correlation between house prices and consumption. The model includes price and earnings shocks estimated from data (the latter including aggregate and idiosyncratic components), and incorporates realistic features of the UK mortgage market. We simulate the model using more than 30 years of realized shocks and under counterfactual scenarios. Our results confirm the intuition of earlier studies: house price shocks should have a larger effect on the consumption of older households and earnings shocks on young households.},

Abstract = {We estimate the impact of financial liberalisation on consumption in seven majorindustrial countries, and find a marked shift in behaviour, notably a decline inshort-run income elasticities and a rise in short-run wealth and interest rateelasticities. A corollary is that consumption equations estimated over both pre- andpost-liberalisation regimes may be misleading, and either a form of testing aspresented here or a shortening of the sample period may be appropriate foraccurate forecasting and simulation.},

Abstract = {The role of housing wealth in explaining consumption remains controversial. This paper emphasizes credit liberalization and wealth in explaining consumption behavior in South Africa, 1971 to 2005. Results support a collateral interpretation of housing wealth affecting consumption as against a life-cycle interpretation. Liquid and illiquid wealth time series data previously constructed by the authors from household balance sheets are used. Credit conditions are proxied by a spline function entering jointly estimated consumption, debt and income expectations equations in a ``latent interactive variable equation system'' (LIVES). Empirical results corroborate the theory in the paper: consumption relative to income is driven by credit liberalization and its interactions with other drivers of consumption and debt, by uncertainty, income expectations, and by fluctuations in a range of asset values and in asset accumulation. The results illuminate the monetary policy transmission mechanism in South Africa.},

Abstract = {The effect of wealth on consumption is an issue of long-standing interest to economists.Conventional wisdom suggests that fluctuations in household wealth have driven major swingsin economic activity both in the United States and abroad. This paper considers the so-calledconsumption wealth effects. There is an extensive existing literature on wealth effects that has yieldedsome insights. For example, research has documented the relationship between aggregate householdwealth and aggregate consumption over time, and a large number of household-level studies suggestthat wealth effects are larger for households facing credit constraints. However, there are also manyunresolved issues regarding the influence of household wealth on consumption. We review the mostimportant of these issues and argue that there is a need for much more research in these areas as wellas better data sources for conducting such analysis.},

Abstract = {The consumption behavior of U.K., U.S., and Japanese households is examined and compared usinga modern Ando-Modigliani style consumption function. The models incorporate income growthexpectations, income uncertainty, housing collateral, and other credit effects. These models thereforecapture important parts of the financial accelerator. The evidence is that credit availability for U.K. andU.S., but not Japanese, households has undergone large shifts since 1980. The average consumption-to-income ratio rose in the U.K. and U.S. as mortgage down-payment constraints eased and as thecollateral role of housing wealth was enhanced by financial innovations, such as home equity loans. Theestimated housing collateral effect is similar in the U.S. and U.K. In Japan, land prices (which proxyhouse prices) continue to negatively impact consumer spending. There are negative real interest rateeffects on consumption in the U.K. and U.S. and positive effects in Japan. Overall, this impliesimportant differences in the transmission of monetary and credit shocks in Japan versus the U.S., U.K.,and other credit-liberalized economies.},
