Issue Tracker robot for Google Wave/Apache Wave(http://wiab.pro)

To deploy your own version of this,you should only need to do the following:

1. Register an app ID and change it in app.yaml
2. Register the robot to use the active robot API and put the credentials in credentials.py (See credentials_TEMPLATE.py)
3. Optionally, add usernames to usernames.js for autocomplete in assignee field. (See js/usernames_TEMPLATE.js)
