Big rewrite of run.py

• done away with group mode
• template mode is subject-wise
• uses pybids now
• upstream registration pipeline has much better robustness for registrations
• labelmasking applies across both stages
• all commands now logged into output dir

And that's when the hornets stung me

• update underlying ANTs version
• update qbatch dependency with
  • compressed logfiles for long running jobs
  • catching runtime errors
• update to newer versioned bids test dataset and validator

Inital OpenNeuro release

After much fighting, a very minimal test now passes CircleCI.

This is an initial testing release for OpenNeuro so we can get feedback on how it performs on real processing hardware as well as how to provide the proper interface via OpenNeuro.
