  1. Remove SystemStakingAdmin from origin and track.
  2. Add TreasurySpend to control SpendOrigin in pallet_treasury.
  3. Change SpendPeriod in bifrost-polkadot runtime.
  4. Adjust all min_support fields in fellowship track.
  5. Adjust TechAdmin's track.
