List the pending recorded meeting after restarting the services

Describe the bug
Interrupted recorded meeting by the services restart does not get listed or processed.

To Reproduce
Steps to reproduce the behavior:

1. Start a meeting with recording.
2. Restart the services.

Expected behavior
The meeting id should be visible in bbb-conf --check.

Actual behavior
The recordings are not listed in bbb-conf --check and get deleted without being processed.

Additional context
For now, listing those recordings in bbb-conf --check could do its job.
