The 'Locale::*' dependencies need to be a runtime requirement (and hence implies a configuration-time dependency as well.) Furthermore as Locale::Country and Locale::Codes will be removed in future Perl 5.30, these should be fetched via CPAN. (Locale::Country and Locale::Codes are also in one dist, so just list one of them instead) https://rt.cpan.org/Public/Bug/Display.html?id=128040 binary-com#16
