One of the concerns that have come up in the past is tool lock-in, (e.g. Travis CI, GitHub CI), so I made some adjustments to the way we run tests to leverage tox more. Effectively, all the test-running code is platform-agnostic and all the CI does is run the scripts that run the tests. This way, if ever we want to move to another CI Runner, we don't need to re-write testing code to the CI conventions.
