RPC commands create_ctv_vault and create_ctv_pool for creating vault and payment pool

Is your feature related to a problem, if so please describe it.

I am not sure about payment pool

Describe any alternatives you've considered

  • Sapio
  • Write bitcoin scripts

This will help application devs to build stuff using CTV and create PoCs
