Decoding of sweeps sometimes seems to produce unexpected data

Related to bitcraze/crazyflie-firmware#901

When aligning the sensors on the deck with the base station, some unexpected sequences were recorded. Data was recorded with one Lighthouse 2 base station and FPGA Bitstream V6 .

I would expect a Sync Offset for only one sensor, but sometimes we get 3, for instance:

The (unexpected) numbers for sensors 1 and 3 are similar for multiple sweeps, while sensor 0 seems to have two distinct and different values, for instance:
