Swipe refresh account: refresh collection list + enqueue sync?

Currently, in the Account activity there are two FABs for

1. refreshing the collection list, and
2. synchronizing (primary FAB).

There's also the swipe down (pull-refresh) gesture that currently refreshes the collection list.

However it may not be clear to users what swiping down does. What about chaining the two actions?

1. Refresh the collection list and then
2. start synchronization.

Why not always do a refresh before syncing and get rid of the second FAB at the same time? It would simplify the UI/UX even more.

Tempting idea. However service detection can take significantly longer (especially when there are many resources, group memberships etc) than a sync of a few collections which maybe don't have any changes.

Fair enough. I can see the issue with having the swipe-down do only a refresh OR sync. I suppose it's a good idea to have it do both then, and leave the FABs for performing the two actions separately.
