Currently we need to use extra envVars to configure SCANNER_TRIVY_SKIP_JAVA_DB_UPDATE.

What is the feature you are proposing to solve the problem?

allow SCANNER_TRIVY_SKIP_JAVA_DB_UPDATE to be configurable using values.yaml.
