give rules mangled ids based on sheet

Currently rules are based on index. This is kind of shortsighted especially if you wanted to precompile two sheets and use them in the same page, or if later on rules are added and removed via some other mechanism at runtime (say dynamic inclusion of a exiled sheet or something) ... Better to give it some kind of uid and a lookup from object instead of index in an array.
