feat: add marker_areas materialized view #33

add materialized view which includes markers, and their associated areas.
marker updates are published globally, as well as to the associated marker area(s)

TODO:

I updated the global topic name, so need to update that on the client.
Also need to subscribe/ unsubscribe from topics as a player enters/ exits areas.
