EIP-1967 contract proxy pattern detection fix

Motivation

Some contracts, which following EIP-1967 proxy pattern are not displayed in Blockscout as Proxy contracts because of the fact, that application expects them to have implemetation` function, but it doesn't required in EIP-1967.
