ENV var to manage pending transactions fetcher switching off

Motivation

There is no easy way to manage pending transactions fetcher turning off.

Changelog

INDEXER_DISABLE_PENDING_TRANSACTIONS_FETCHER is added to manage enabling/disabling pending transactions fetcher. It is enabled, by default.
