Permanent light mode UI

Resolves #3922

Motivation

There is no env var to disable dark mode switcher. Rationale to have this is described here #3922 (comment)

Changelog

DARK_MODE_SWITCHER_DISABLE env variable is introduced. If true, dark mode swithcer is disabled.
Docs update in blockscout/docs#111.
