Reduce ttl_check_interval for cache modules

Resolves #6934

Motivation

CACHE_BLOCK_COUNT_PERIOD is not actually period of update of "Block counter" cache because of higher ttl_check_interval.

Changelog

Reduce ttl_check_interval to 1 sec for all cache modules, where it is set to > 1 min.
