Add delay to Indexer.Fetcher.OptimismTxnBatch module initialization

Motivation

This small change adds 2-second delay to Indexer.Fetcher.OptimismTxnBatch module when its starting to avoid exceeding Supervisor restart intensity (in case of DB issues).
