FEATURE: Create an ONVIF API service

The functions of this API service should be:

• PTZ support
• Event subscription
  • List available ONVIF event types (motion, crossline, person detection, vehicle detection, missing object, etc)
  • Filter by ONVIF event types (i.e. - skip tns1:Monitoring/ProcessorUsage)
• Device discovery (scan network, attempt to brute force default passwords, obtain resolution of RTSP main and sub stream, obtain RTSP paths)
• Should also function as a docker container (moving to docker compose seems to be the best option going forward)
