Pivotal Story
Emails were not going out if newer version of SCTR Customer Satisfaction Survey is on an organization without version 0 of the survey on the organization as well.
Emails are now delivered if any survey exists on the organization (from logic in
distribute_surveysmethod) and if the SSR is updated to a complete status.
