Created rake task to migrate data. 1. Destroy LineItemsVisits that belong to a OTF LineItem. 2. Destroy any arms that lack LineItemsVisits to cleanup. 3. Add validation that ensures a LineItemsVisit should only belong to a PPPV LineItem. [#137959649]
