SAW - Bootstrap Catalog Base Code

Based on #146187377 and #146186725, plus some extra bootstrapping to get started.
In this pull request:

• Added the universal header and footer with a new SPARCCatalog logo (application.yml was changed to do this)
• The universal navbar was added
• Bootstrapped the accordion. For now, the only way to open each organization is to click on the folder icon to the left of the organization text until it's decided how each organization form should be opened.
• The search bar looks like the search bar on the homepage, but it doesn't work yet. My plan is to have it function just like the search bar on the homepage with a dropdown, but that will be in another pull request eventually.
• The Show All/Show Available button functions, but is still slow to render all/only available organizations.
• I pretty much removed all of the old stylesheets and javascript and began rebuilding Catalog.

*This is not a pull request to merge these changes into master, this is a pull request to merge these changes into consolidated-bootstrap-catalog since they're far from functional.
