EE capability names are wrong

According to the R5 spec section 3.4.1, the translation of older BREE names such as J2SE-1.3 to the osgi.ee capability namespace is no longer direct. It should be translated to osgi.ee=JavaSE, version=1.3.

This affects resolving, as the framework Resource does not provide the capabilities required by the bundles.
