Install linux headers meta package on Debian #14

During kernel updates we want zfs kernel modules to be
automatically rebuilt for new kernel. To get this working we need
linux headers to be updated together with kernel and meta package
will do this for us.

Please can you update the tests so they pass, (mostly anyway, not sure why two permanently fail).

Coverage Status

Coverage remained the same at ?% when pulling d22d05a on sergiik:master into 3c32e8b on bodgit:master.

I've fixed tests related to the change in question but there are still two oldest tests which fail due some timeout.
"The job exceeded the maximum time limit for jobs, and has been terminated."

I found that actually both linux-headers-* packages should be installed as if the currently running kernel is not the latest then you potentially end up not installing the headers for it.

Thanks for the contribution, I will upload a new version once I've sorted out #15.

v2.2.5 should be up on the forge now.
