Bokeh 3.2 Iteration Plan

This document outlines the timeline and tasks to accomplish for Bokeh 3.2 minor release.

Major features and changes

• add support for canvas layouts of legends, color bars, etc.
• finalize API for customizable toolbar buttons
• add support ES modules in CustomJS (Add support for ES module (import/export syntax) callbacks #12812)
• fix tap gesture latency (Add support for zero-latency tap #12831)

The above is a tentative list of expected new features and other changes. Depending on priorities and available funding, some items may be postponed or abandoned, and other ideas pursued as well or instead.

Assuming the scipy talk is accepted, it would be extremely good to make mathtext available in a few more places, specifically legend titles and items, and axis ticks (without overrides) These seem like fairly low hanging fruit, as well. (Scipy is early July but I'd encourage getting it in earlier)

(It's not clear at all from the GH UI that clicking the "x" on the pinned issue affects everyone's view, not just your own... if there is a way to remove it and stop it from taking up space for just me, I would appreciate knowing)

Just noting that I am working on a fix for #9577 and I'd like to get it into the 3.2 release.

Per BEP discussions don't get a reso or milestone (and at least currently. milestone.py label checker will complain)

We can change, but make an issue about it so it doesn't get lost until the last minute before a release
