Potential alternatives

Achieve this by custom css file. Or put this Tabs widget inside a box and fix titles in Tabs

I searched for "sticky scroll", "fix position", "ScrollBox", found no solution.

Similar to this request, it would also be great to add horizontal scroll when there are too many tabs (or left/right buttons like it used to be in bokeh version 2.4). This is discussed in this thread on discourse:
