Some updates to fix reported problems..
Ribbon icon appeared to act like a toggle button. - Fixed by activating the Add-on by sub-menu item 'Shortcuts'
Ribbon icon not a good colour with dark mode. - Partial fix by using .svg icon rather than .ico file.
Incorrect wording of 'Red - Custom Shortcut'. - Changed to 'Blue - Custom Shortcut'
Home window 'Shortcut' menu item not working. - Removed.
Shortcuts not loading into window - possible Win 7 / Antivirus issue - waiting more info.
Shortcuts can no longer be found under Tools | Add-ons | Shortcuts.
Ribbon icon no longer disabled when opening an existing part or assembly.

Also updated report for improved layout and numerous code improvements.
