Bolt Docs: Developer Filing an Issue

I'm creating this as a master issue for all the work (that I know of) that must be done to support multi-step bolt builds.

Support multiple data directories (Support Mmultiple Data Directories #1551)
Add option to generate webpack DLL
Add option to reference webpack DLL
Provide support for custom icons in secondary builds
Provide hook to alter webpack config without monkey-patching
