Hello, Can you take a look at this pull request? I realise you probably don't need the fix yourself, but it only changes behaviour if you explicitly opt-in, and it fixes something that currently breaks in older IEs. |

Allow users to force even SVGs to be base64-encoded - this option can be passed through transparently in packages like
postcss-assets.This is useful/required for web developers who need to support IE11.
