Adding decode codes for eMTA

Previously, author already had data structures and methods for eMTA decoding. This release adds a new script called mta_decode for the purpose of eMTA decoding. If anyone wants to get the details of the TLV64 Digit Map, they can uncomment the code at the bottom of the mta_decode.

For Digit Map, please refer to CableLabs PKT-SP-RSTF-C01-140314.
