As this dependency come from the windows6.1-kb976932-x86 and windows6.1-kb976932-x64 cabinets (2GB+), should be postponed to the next release which use the single file extraction, so we do not need to fill the temp directory to only get 2 dll files.

It is available from the testing repository.
