Tests are currently failing due to network issues on the VMs. Will retry in a bit. We should probably also update the builds that were already on 20.04 to 22.04 -- actually, probably |

I did that for next - I wanted to minimise the changes for master. Should I cherry-pick that commit to master? |

Incompatible PETSc/SLEPc version This seems to only be a problem for `configure` and so should disappear when we switch completely to CMake anyway
