Should we set up a practice of putting all private at the bottom or top of the file? In other words, an arrangement for the grouping of access keywords?

@minhhnguyen good question. I didn't want to make that change now because I like to keep the unit tests in order of their corresponding files. I think it's up for debate, on one hand I like the organization. On the other hand, I like having methods near things that call them (e.g. having a private helper function right after the method that uses it). What does everyone else thing? @pramodsum @JustinHoldstock @MiiBond @tonyjin

I also like having methods near things that call them. Makes them easier to find when you're digging through the code

I generally organize by access and then within access order by starting out with call order and then putting methods near things that call them (granted they're in the right access group).
