Fixed some linting calls to ensure risky fixes are enforced. Reduced phpcs parallel number as I have seen reports of it causing fixes to fail under some scenarios. Clean up README.md to be more accurate with actual requirements. Add custom user-agent header for SDK based off the SDK name and version number.
