Android: Shields and Rewards icons appear and disappear while scrolling

Description

The "Shields" and "Rewards" icons appear and disappear while scrolling, when the address bar is partially concealed by the top of the screen. This can be distracting, particularly the bright orange "shields" icon on an otherwise grey website page and browser UI (see screenshots).

Steps to reproduce

1. Open a page
2. Scroll down, until the address bar starts to be hidden by the top of the screen
3. Observe that the icon immediately vanishes when the bar starts to move

Actual result

The icon immediately vanishes when the scrollbar begins to move off of the screen.

Before scrolling:

Mid-scroll (notice that the icon is gone):

This is rather jarring, especially if you scroll with repeated small swipes.

Expected result

The icon should remain inline with the URL bar, and move offscreen as the bar moves.
