White flash loading new page in dark mode

Description

When browsing websites with Brave in dark mode, there is a white flash before the page loads.

Steps to Reproduce

1. Set Brave to dark mode
2. Browse to website
3. Browse to another website

Actual result:

White flash before page loads

Expected result:

Dark page

For every website
