Ordering of Sync items differs between desktop and Android

Steps to Reproduce

1. start a Sync chain on either Android or desktop
2. join the Sync chain from the other
3. load brave://settings/braveSync/setup on desktop
4. look at the ordering of the items

Actual result:

desktop	Android

Expected result:

I'd expect them both to be alphabetical:

Addresses and more
Apps
Bookmarks
Extensions
History
Open tabs
Passwords
Settings
Theme
