Open new windows in new tabs and prevent new tabs from taking focus #20664

There needs to be a way to force new windows to open in new tabs. Also there needs to be a way to prevent newly opened tabs from taking focus (i.e. stay on current tab as the focused tab).

These features may already be present; I just can't find them.
