Bug: "clear data when exit" does not work on clear cached images and files, downloads

Description

When I choose the "Clear data when exit", all history and tabs are cleared, but the list of downloads still exist.

Steps to reproduce

1. Click the settings-->click "Brave shields & privacy"
2. choose "Clear data", choose all subchooses: browsing history, cookies and site data, cached images and files
3. return to homepage and click settings->exit
4. re-open brave, click downloads

Actual result

Downloads list still exist

Expected result

All cached data is cleared
