Blinking bug in Brave Desktop Beta

Description

when i open a new web application prompts for permissions dialogue and that popup's blinking like an eye.

Steps to Reproduce

1. Just open brave beta desktop
2. Navigate to any site and wait for popup and see the blinking of dialogue
3. Actually bug was seen in Windows 11 Insider Preview Release version.

Actual result:

Expected result:

• Not blinking permission manager

Brave version (brave://version info)

1.36.80 Chromium: 98.0.4758.74 (Official Build) beta (64-bit)

Version/Channel Information:

OS | Windows 11 Version Dev (Build 22543.1000)

I have a similar one but on a stable build. I can't dismiss the site permission box which randomly pops up even when I click block, allow or the exit button like this one. Is there an open issue for this one?

I have this same issue, it blinks left and looks transparent all the time. you have to get the mouse on the blinking left element press the button there, then it stops and you can press the allow or block button on the real popup then... Really annoying.
Not sure when it started, but it's been longer like that already, months.
