Test and update to newer Python requests version in brave-core #2171

The requests module in brave-core is pinned to a commit from 2015: https://github.com/brave/brave-core/blob/master/DEPS#L9

We should test that a newer requests version works in our upload and other scripts, then update our DEPS.
