[Bug] Sharing Screen. 2nd Monitor Not Available.

Description

When sharing screen on video conferencing websites (e.g. Google Meet, Jitsi Meet, etc.) and you have a dual monitor. The option to share your other monitor is not available.

Steps to Reproduce

1. Create a new Google Meet (www.meet.new)
2. Click Present, and choose Your Entire Screen
3. The other monitor won't be available for sharing.

Actual result:

The other monitor can't be shared.

Expected result:

The other monitor can be shared

Reproduces how often:

Every time.

Brave version (info found on brave://version)

Version 1.40.105 Chromium: 103.0.5060.53 (Official Build) (64-bit)

Version/Channel Information:

• Can you reproduce this issue with the current release?

Other Additional Information:

• Does the issue resolve itself when disabling Brave Shields?
• Does the issue resolve itself when disabling Brave Rewards?
• Is the issue reproducible on the latest version of Chrome?

Miscellaneous Information:

If I try on Google Chrome or Firefox (Latest Stable), it doesn't happen.

Same problem when using google meets. To add some more info, I am on a laptop with 2 GPUs and the sharable monitor is external connected to the dedicated GPU. To add more on the bug, the mouse is not visible when on the external monitor but it renders when it is on the other monitor (the not sharable) and its relative location is streamed over the video of the external monitor (you move it on the wrong screen to appear on the stream).
