Playing YouTube videos pause automatically when background video playback is enabled.

Steps to reproduce

1. Navigate to youtube.com.
2. Play a video.
3. Press the power button.

Actual result

The video controls on the lock screen display for a split second then disappear. User cannot resume video.

Expected result

User can resume playback from the lock screen via the lock screen video controls.
