Unable to move a tab in between tab groups when expanded

Steps to Reproduce

1. Enable Vertical tabs
2. Add a bunch of tabs
3. Create two tab groups with existing tabs
4. Expand the tab groups
5. Try to move a tab in between the tab groups, adds into either of them
6. Collapse one of the tab groups
7. Able to move the tab in between the tab groups now

Actual result:

Expected result:

Should be able to drop tabs between tab groups when they are in expanded view
