Conversation too long.. message shown with Premium model, Mixtral model

Description

Found while testing #35503. As a premium user, got Conversation too long... message for Llama 2. When clicked New chat button in the error message modal, nothing happens. Clicked Suggest questions.. which spins. So switched to Mixtral model and nothing happens. Refreshed and tried to Summarize the page but got same error Conversation too long... Finally it worked with Claude Instant

Steps to Reproduce

1. Install 1.63.156
2. launched Brave
3. login to account.bravesoftware.com as an existing premium user
4. load https://www.newtonproject.ox.ac.uk/texts/newtons-works/mint
5. opened Leo panel and select Llama 2 13b
6. summarize the page
7. Got the error This conversation is too long..
8. clicked New chat
9. switched to Mixtral
10. switched to Claude instant

Actual result:

`Conversation too long.. message shown both Llama and Mixtral
clicking New Chat button, nothing happens
when switching to different models, I think Summarize this page button should show

Expected result:

`Conversation too long.. message should not show for Mixtral as premium model
when New Chat button clicked, Summarize button should show?
when switching to different models, Summarize this page button should show?
