[Brave News]: Some of the hero cards do not load images and a delay in loading image for Ad cards

Steps to Reproduce

1. install 1.63.162
2. launch Brave
3. enable Brave News
4. verify Hero cards and Ad cards in the feed

Actual result:

Some of the Hero cards do not load images
Some of the Ad cards do not load images when the feed is loaded. There is a delay of ~2 secs

Interesting - this repros for me (sometimes) in Nightly, but not in dev, with the staging ads.
