Grey shadow shown when hovered over on VPN toggle in the hamburger flyout menu

Description

During connecting/disconnecting VPN via toggling off/on in the hamburger flyout menu, when hovered over, grey shadow shown

Steps to Reproduce

1. Install 1.67.59
2. launch Brave
3. login to account.brave.com using existing credentials
4. click hamburger menu -> Brave VPN
5. hover over the toggle to connect and disconnect

Actual result:

Grey shadow is shown when connected/disconnected
